
Bill Hall
Founder and President since 1986
With a Bachelor of Arts degree from St. John's University and a Ph.D. from the University of Minnesota,
Bill's entire career has focused on quantitative methods in education. In the early 1980's,
Bill spearheaded an effort to re-engineer the Minnesota State Scholarship & Grant Program using
"Shared Responsibility" to integrate federal and state grants. He was Director of the Policy and
Program Planning Division of the Minnesota state-level higher education agency when he left to
start APR. Today, Bill serves as APR's principal consultant, in addition to managing and operating the
company.
